Iraq Programme Quality Director

Tearfund is seeking an experienced and passionate Programme Quality Director to join our committed team in Iraq. This pivotal role offers an exciting opportunity to support and enhance the quality and impact of our programmes in Iraq.

The Iraq Programme Quality Director (PQD) oversees the conceptualisation and development of programmes, and is responsible for ensuring programmatic quality in addition to the effective management of grants. The position manages a team of programme staff at the CO level and is responsible for ensuring programmatic quality standards are met, including through robust MEAL processes, capitalisation of learning and cross-cutting issues. The PQD actively engages with partners, civil society to ensure Tearfund's views and priorities are represented. S/he plays a key role in ensuring adherence to policies and systems.

 The ideal candidate will have:

  • University Degree in a humanitarian, development or conflict related discipline
  • A minimum of 7 years Peacebuilding Programme / Project management experience working in Iraq 
  • Demonstrated experience and skill in proposal development, budget development, program implementation, monitoring and evaluation.
  • Proven experience with developing and using peacebuilding DMEAL frameworks and tools
  • Detailed understanding of humanitarian principles and practices  
  • Proven ability in capacity development of staff and partner organizations
  • Proven successful people management experience, strategic planning and thinking.
  • Proven ability in acquiring and managing institutional funding for donors such as ECHO, OFDA, FCDO, Pool Funds, GAC etc
  • Proven experience in promoting and applying good practice in emergency and development work
  • Experience in portfolio of projects with experience in financial management, understanding of logistics and procurement procedure

The ideal candidate should also have:

  • Strong influencing, training and mentoring skills.
  • Strong analytical and problem solving skills
  • Proven ability of working effectively in teams from multicultural context
  • Excellent report writing, good knowledge of donor reporting and facilitation skills
  • Excellent written and verbal communication skills in Arbic and English
  • Able to work in a fast moving environment and comfortable with constant change
  • Proven computer literacy, including good knowledge of MS Office and Google Docs

Please note that this role will be based in Erbil,Iraq. Applicants must possess a valid passport/visa stating the right to live and work in Iraq.
