Localisation Programmes Manager

Do you have experience designing and implementing  humanitarian capacity strengthening programmes for local and national humanitarian actors? 

At Tearfund, we believe that local humanitarian actors should be enabled to take the lead in the management of disaster risk and response in their communities wherever possible. The Localisation Programmes Manager plays a key role in outworking Tearfund's localisation vision and objectives  including oversight of Tearfund's flagship disaster management capacity assessment (DMCA) programme, as well as providing support to broader humanitarian capacity strengthening, advocacy and internal systems change .

This global role  contributes towards Tearfund's  'Crisis to Resilience' (C2R) corporate priority, and will work across a number of regional, country and global teams in order to deliver on key objectives.

The successful candidate will focus on a number of key areas, including:

  • Develop, coordinate and support disaster risk management capacity strengthening initiatives
  • Manage Tearfund's ongoing Disaster Management Capacity Assessment (DMCA) Programme,  and develop plans to transition DMCA to  be regionally led
  • Support the review and implementation of Tearfund's localisation roadmap, including monitoring organisational progress against targets
  • Promoting good practice in humanitarian capacity strengthening internally and externally
  • Support in the application of Tearfund's commitment to localisation (e.g. country level localisation initiatives and the application of Tearfund's localisation roadmap) and engage with external networks and organisations on this issue 
  • Provide support to the development of an adapted approach for working with churches in emergencies

You will be highly organised, self-motivated and able to multi-task in the face of competing deadlines. Excellent written and spoken English is essential. 

You will have proven experience in the following areas:

  • Substantial experience in partner-led humanitarian programming
  • Experienced mentor
  • Experience advising on and/or managing capacity strengthening programmes for NGOs
  • Experience supporting local/national actors in assurance processes, including compliance
  • Working collaboratively with peer organisations in emergency response and disaster risk management work 
  • Project and budget management experience
  • Working cross-culturally

Are you the person we are looking for?

Location: This is a full time, 1 year fixed term contract. This is a global role and can be based in any country where Tearfund is registered and legally able to employ staff.

Travel: Applicants must be willing to travel (up to 8 weeks per year).   

Hybrid working in the UK: This role is eligible for hybrid working in the UK and you will be required to work from the Teddington Tearfund office and from your home by agreement with the line manager.
