Tearfund Ethiopia is seeking a qualified and experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer for the Disaster Risk Financing – Drought Anticipatory Action Project (DAAP) in Konso Zone, with frequent travel to Konso woredas, specifically Kena, Kolme, Karat Zuria woredas, and South Omo Zone, Hamer Woreda. The MEAL Officer shall be responsible for leading the implementation and coordination of the project's MEAL framework and data management systems in alignment with Tearfund Quality Standards, Core Humanitarian Standards (CHS), and donor requirements. The post holder will oversee indicator tracking, lead Post-Distribution Monitoring (PDM) and surveys, establish and manage community feedback and response mechanisms (CFRM), conduct data verification, and produce high-quality reports. Additionally, the MEAL Officer will facilitate capacity development for project staff and local stakeholders, strengthen accountability to affected populations, and promote organisational learning across Tearfund and its partners.

Based in Karat, the Roving MEAL Officer will travel regularly throughout the Konso and South Omo zones, with additional deployment to other Tearfund project sites as required.

Essential Qualifications and Experience:

• BSc/BA in Agriculture, Rural Development, DRM, Economics, Social Sciences, Project Management, Development Management, Statistics, or a related discipline
• A minimum of four years' direct MEAL experience within NGO/INGO emergency or development contexts
• Demonstrated expertise in disaster risk financing frameworks, encompassing anticipatory action, parametric insurance, and trigger-based early warning, forecasting, and preparedness initiatives in remote settings
• Proven experience in designing and conducting post-distribution monitoring (PDM), baseline surveys, and quantitative and qualitative data collection
• Demonstrated experience in establishing and managing Community Feedback and Response Mechanisms (CFRM) in accordance with CHS standards
• Proficiency in digital data collection platforms (KoboCollect) and data analysis tools (Excel, SPSS, Stata)

The successful candidate will also demonstrate:

• Strong quantitative and qualitative data analysis, presentation, and technical report writing capabilities
• Technical knowledge of standard food security indicators (FCS, HDDS, HFIAS)
• Fluency in written and spoken English and Amharic
• Advanced computer proficiency (Google Workspace)
• Cultural sensitivity and competence in working across diverse cultural contexts
• Excellent communication and capacity development skills
• Strong interpersonal skills with community mobilisation capacity and the ability to cultivate and maintain effective professional relationships
• Excellent time-management and multitasking abilities to prioritise workloads and meet stringent reporting deadlines under pressure, with strong attention to detail
